The agency’s bid / no-bid guide

UK marketing tenders for small creative agencies

Marketing procurements range from a defined content campaign to an integrated service covering strategy, creative, media buying, CRM and conversion. Broad relevance is not enough: the agency or its documented partner model needs to cover the complete brief and its commercial structure.

An evergreen guide to finding and assessing opportunities. This page is not a live tender listing.

What the brief may include

  • Audience insight, campaign strategy and communications planning
  • Creative concepts, copy, design, photography, video and content
  • Paid media planning and buying, organic channels and campaign delivery
  • Measurement, reporting, optimisation and CRM or conversion work where required

Identify the outcome and the channels you must own

Read beyond the notice title to establish whether the buyer wants awareness, recruitment, visitor demand, behaviour change or another result. List the channels and responsibilities that are mandatory. A team experienced in creative production may not be able to supply media buying, research or enquiry handling. A specialist agency can still be a fit where the procurement permits a clearly evidenced partnership or a relevant standalone lot.

Separate agency fees, media spend and production costs

A headline contract value may combine fees, paid media, production and optional extensions. Check what is included, whether VAT is included or excluded, and whether a framework value represents committed work. Understand approval of media expenditure, payment timings, any commission arrangements and the buyer’s rights to change spend. Do not treat a framework ceiling as revenue available to a single supplier.

Check measurement and data access before promising results

Confirm the starting position, available analytics, attribution expectations and reporting cadence. Establish who owns advertising accounts and creative assets, and what access the agency receives. Where a brief includes CRM, admissions or conversion activity, check the required integrations and operational responsibilities. Treat personal-data handling and security terms as delivery requirements, and raise unclear points through the official clarification route.

Use evidence from campaigns with comparable constraints

Pick cases that demonstrate the relevant audience, channels, delivery scale and measurement approach. A higher-education recruitment campaign is not automatically evidence for every public-sector communications brief, nor does an advertising case prove end-to-end enrolment capability. Show which work your team delivered, what partners contributed and which outcomes are verified. Check that the response addresses the evaluation criteria as well as the creative ambition.

Find the official notice and latest documents

Start with Find a Tender and Contracts Finder. Check the relevant national portal for Scotland, Wales or Northern Ireland too. Follow the notice to the buyer’s submission portal, read any amendments and verify the deadline there. NoticeSift’s source list and checking process explain how we approach this.

Useful search terms include “integrated marketing”, “media planning and buying”, “communications services”, “creative campaign”, “student recruitment marketing”. Search results and aggregator summaries are a starting point; the buyer’s current documents should drive the bid decision.

Plan the response before committing the team

Estimate what preparing the bid will cost, resolve questions about the brief and build a submission plan around the confirmed deadlines. The guide collection connects these steps with evidence and commercial checks.
