Our agency-side analysis

The assessment, estimating examples and questions below are NoticeSift’s editorial judgment. They are not additional requirements, a buyer clarification or a prediction of your chance of winning.

Check the technical fit before designing a response

A strong education website portfolio is only the starting point. For this opportunity, establish who in your team can own the proposed stack, deployment, maintenance and handover. A case built on a different platform may show useful research or design experience, but it does not by itself demonstrate the engineering capability needed for this brief. Make the delivery model explicit and check whether any proposed partner arrangement is permitted.

Prepare a scope map before estimating. Use rows for discovery, content, design, implementation, integrations, testing, launch and support, then mark each item as confirmed, excluded or awaiting clarification. These are estimating categories, not a claim that every item is mandatory here. Unanswered integration and migration questions can change the effort substantially; record them rather than hiding them in a generic contingency.

Price the cost of competing

Decide how much unpaid preparation the agency can justify. A demo has more costs than the presentation slot: someone must interpret the brief, prepare the relevant screens, review the narrative and rehearse answers. Include that time in the bid/no-bid decision and obtain the actual demo brief before producing speculative creative work. A winning delivery margin cannot be assessed without considering the cost of unsuccessful bids too.

As an illustrative internal calculation, three people spending eight hours each at an internal cost of £60 per hour would use £1,440 before travel or other expenses. This is an example, not the College’s requirement or a market rate. Replace each assumption with your own figures. Compare the resulting bid investment with your capacity, relevant evidence and realistic delivery margin rather than an invented win probability.

Turn accessibility into evidence and a test plan

Ask which WCAG version and conformance level the buyer expects, which templates and user journeys will be tested, and who owns content remediation. Plan how your proposed team would demonstrate keyboard navigation, clear focus, form errors and usable content. These are suggested checks; the public wording reviewed here does not establish a specific WCAG version, level or formal acceptance method.

The commercial estimate should distinguish initial implementation, third-party charges and any later support. Put assumptions about migration volumes, training and acceptance in a form the buyer can answer. Our editorial assessment is to hold this opportunity until the submission discrepancy and the current pack are resolved. Use the corrected published VAT basis in research, while treating an estimate as context rather than a guaranteed fee or approval to spend it all.

Questions to resolve before bidding

  • Which final submission date, time and time zone should bidders follow?
  • What must the demo contain, and how will the three award criteria be applied?
  • Which ASP.NET platform constraints, integrations, migration volumes and hosting responsibilities apply?
  • What WCAG version, conformance level and acceptance evidence are required?
